Yes. Most places like Ebuyer have you buy a piece of hardware with it, so that they're less likely to get into trouble, but in all fairness, Microsoft isn't going to stop paying customers when they have piracy to fight.
Where people WILL have problems with OEM versions when they build their own PCs is the recent free upgrades to Windows Vista. To apply for this you need a complete PC receipt from the OEM.
Most people that buy an OEM version I believe will find that they have trouble getting the free Vista upgrade.

I'll avoid Vista for as long as possible, until software I simply MUST use is not available for XP.
Failing that, I'll learn to use open source alternatives to software I use and switch to Linux.
As for this website I'd avoid it like the plague, just buy an OEM copy from Ebuyer etc with a £1 bit of hardware for around £60, it's all legal then and comes with a real COA.0 -
I'm not having a pop at hiro for posting in all good faith.
But more often than not it's the junk websites which always trip over themselves by trying to play it smart and wind up looking like bigger morons than they already were. Here's this particular company's generous Returns Policy:
"If you are not happy with your order for any reason we provide a 7 day money back guarantee."
A refund request must be submitted within 7 days from the date the order was placed. (Tough luck, then, if we take more than a week to send it out to you!)
Refunds will be issued 30 days after the product has been received by us. (Thanks for the interest on your money!)
The value of the refund will not exceed £70. (That's right, consumer law governing this transaction specifically sets £70 as a limit. This is because we're in Kazhakstan.)
We will not pay any fees or costs incurred by you on the refund. (Go whistle for your postage costs.)
Refunds will not be issued if the package has been opened or there appears to be any tampering with the packaging itself. (You mean you actually undid the cellophane wrapper? Jeez, are you mad?)
In the instance that the software is incompatible with your computer, a refund will not be issued. (But as you opened the wrapper before finding it was incompatible, you wouldn't be getting a refund anyway. Actually, you should now pay us again because you've done not one but two very naughty things.)
Refunds will not be issued for orders submitted by mistake. (So no, we're not sending you your £50 back for three pizzas with garlic bread. You may claim you ordered Windows XP Pro but that's not what we've got written down here. Sod off.)
We accept no responsibility for damage or loss during transit. (So if you never receive it, or if it is damaged when you do, go find someone else to blame. Actually, it's probably best if you don't receive it, because then you can't open the wrapper -- which under the terms of our refund policy you're forbidden to do.)
If the item is damaged in the post, a refund will not be issued. (Didn't we just say that? I dunno, copying all this legal crap from other people's websites gives me a hell of a headache.)

Be aware that you can only submit the upgrade voucher if you've bought a new PC. Buying just XP won't be enough as you'll be required to submit evidence that you've bought an actual PC when you try to submit the upgrade request. This isn't a viable way of getting Vista cheap (unless you now someone who can provide you with a dodgy receipt!).0
