Where did I say it was down to the tenant to pay?
In an emergency when tenant cannot contact LL, he is entitled to have essential repairs carried out and bill the LL.

Even if a tenant could claim for an essential repair, how long do you think that would take? I'm guessing it would take longer than waiting a week for the LL/agent to get back from their jollies so what's the point?!
The LL/agent should be doing their jobs properly anyway, so there wouldn't be any need for the tenants to be put in that situation.
And like tbs has asked, how exactly do private tenants apply for assistance for essential repairs? That link is no good as it doesn't apply to the UK.Tank fly boss walk jam nitty gritty...0 -

You seem to be admitting that there are very few essential repairs which cannot wait until normal office hours?

For genuine emergencies with gas / water / electricity, the utility companies all provide an emergency service for which there is normally no charge.
