Excellent post ... the only problem I can foresee is that it could lead to a hardening of the middle-lane owner's club's resolve -- if the minimum limit is 55 in the second lane that's exactly what they will do.
Of course, given that an indicated 55 is most likely only 50 in reality, it would be amusing to see them being pulled and given points for inappropriate speed

Nah the tractor drivers are sound, we all know they're limited and most of them around where I live are very good at letting people pass, pulling into lay-bys, waving people on when they can see it's safe etc.
And they don't tend to go on motorways

Why does a tractor need to be on the rd at all? there are enough fields for them to inhabit,without venturing onto the rd.(same goes for horses)
