If he has not reapplied he is driving otherwise than in accordance, but then how could he be if they sent a licence out. Or was he banned after the licence was sent out?
I dunno what's goin on but the story has shifted (more than) a little from the original post.
The DVLA are renowned for making a complete balls up of nearly everything they do but that still doesn't explain this mess! He either has a licence or he doesn't!Always try to be at least half the person your dog thinks you are!0 -
He had been banned and at the end of the ban reapplied for his licence which they sent to the wrong address so when he contacted them asking where his licence was they told him they would class the reapplied for licence as lost because they sent it to the wrong address and issue him with another licence to his new address. They also told him he was still eligable to drive. He never recieved the new licence and the police computer shows his licence has expired.
I assumeDVLA cancelled his licence that went to the wrong address and didn't issue him a new licence to his new address for some reason.0 -

The DVLA made an entry the licence was lost.
What should have then happened is your friend should have applied for a new licence having reported his lost/stolen. Did he?
Did he ever surrender his licence when he was banned?
Even allowing for a DVLA !!!! up you haven't been told/you are not telling us the full facts.
It's the Police link to the DVLA so therefore the DVLA who are saying his licence has expired.0 -
Hi Wig it was siezed friday afternoon about 4pm.
Mikey72 My licence and my friends are the old ones which don't expire untill your 65 or 70 either way the police computer said his had expired when just days before DVLA said his full licence was still valid.
The old ones? Hi Parva he sent the documentation and money required with the photo to DVLA to get the new photo licence with his new address summertime last year as the law requires. When he did not recieve his new licence he phoned them and they said he was still licenced to drive and that they had sent his new licence to his old address and that they would send him a new one to his new address which again he never recieved so again he contacted DVLA to be told the same thing as the previous phone call.
The police that took his car showed him the computer screen showing DVLA had recorded his licence as being lost when they sent it to the wrong address and then they showed it had expired afterwards so they took the car and issued him with a fine for driving without a driving licence.
I have a similar problem to yours Parva my paper licence has my old address and I can legaly drive with it but it is ileagal to have a licence with the wrong address on it so I could get fined but DVLA refuse to let me have a new photo licence as they refuse to accept that I am who I am despite having and sending all the right documentation, money and medical forms from my doctor which cost a fortune as I needed to renew my lgv and psv licences. As a result I haven't been able to work as a bus driver or lorry driver for 7 years and DVLA don't care that they lost me my job and couldn't get benefits as the government classed me as leaving my job for no good reason.

I don't see why you persist to just ignore everything the OP is saying. I work for a government dept and I know that government departments can make big balls ups, wrong address is very believeable. Subsequent call centre monkey saying, "We will issue a replacement license and yes you can still drive" very believeable. I really can't understand people like you. & Flyboy0 -
Well maybe, it is because he only made two telephone calls in six months, to chase his license. Or that the story keeps changing. Or the police are refusing to tell his "friend" where the car is.
