  • I lost my paper licence a few years ago(as in physically, not got banned) and as it happens I had also changed address.I sent off all the relevant details, photo and a cheque but when I got my new licence they had returned the cheque uncashed, I can only assume its because of the change of address.

According to the DVLA I still reside at my old marital address (where the ex-wife still lives) simply because I begrudge paying £20 to get a new photo ID (compulsory on address change) whilst knowing full well that said photo licence requires updating every 10 years at whatever fee is in force at that time. As long as I keep my paper licence I'm not subject to this 10 year update rule. :)
Change of address is free, not telling the DVLA you have moved or you car is now at a different address will land you with a fine (dont know how much).

  • Hi Parva he sent the documentation and money required with the photo to DVLA to get the new photo licence with his new address summertime last year as the law requires. When he did not recieve his new licence he phoned them and they said he was still licenced to drive and that they had sent his new licence to his old address and that they would send him a new one to his new address which again he never recieved so again he contacted DVLA to be told the same thing as the previous phone call.

The police that took his car showed him the computer screen showing DVLA had recorded his licence as being lost when they sent it to the wrong address and then they showed it had expired afterwards so they took the car and issued him with a fine for driving without a driving licence.

I have a similar problem to yours Parva my paper licence has my old address and I can legaly drive with it but it is ileagal to have a licence with the wrong address on it so I could get fined but DVLA refuse to let me have a new photo licence as they refuse to accept that I am who I am despite having and sending all the right documentation, money and medical forms from my doctor which cost a fortune as I needed to renew my lgv and psv licences. As a result I haven't been able to work as a bus driver or lorry driver for 7 years and DVLA don't care that they lost me my job and couldn't get benefits as the government classed me as leaving my job for no good reason.

I would also like to ask, as it was 4pm, the DVLA would have been open, did they not phone the DVLA on the spot, and your friend able to also speak to the DVLA (using police phone) to ask them !!!!!! is going on? Your friend should have insisted they did this.

And just to reiterate, who said that his renewed licence went to any address? Fact: Updating your address on an old-style paper licence requires you to pay a fee of £20 and either send a passport sized photo or provide details of a valid passport where the DVLA can use the scanned picture from.

If no fee and photo or passport details weren't sent along with the old paper-style licence then you aren't going to get a new one.

Fact: There is no fee for a change of address with an old style license

There is no cost to changing the address on a driving licence even if you are upgrading from paper to photo at the same time. There appear to be a lot of inconsistencies in this whole story.

I don't understand what problem they would have with you proving you are who you say you are, you can presumably come up with evidence that you used to reside at that address, your National Insurance record would for example provide such proof, as would your bank.

Your loss of benefits would only have lasted 6 months

What solution to the problem do they have? Have you been the local DVLA office and asked them face to face what can be done?

That is not an inconsistency! The OP made no mention of this, it is Parva who has started on that topic, For who knows what reason!

The OP is talking about his friend so how does he know what forms were sent and what fees were sent. In response to Parva the OP made a comment about his friend including the fee, but the OP likely only said that because Parva had already incorrectly stated that it was a requirement. Or maybe he did send the fee, like skiddly did, and it was not cashed by DVLA.

The problem being how can you collect it if they don't answer thier phone to let you know when or if they are open? They in thier wisdom have put it in a compound 40 miles from where it was siezed and the yard is in the middle of nowhere in the countryside.

They are charging £185 collection fee and £20 a day storage.

The answer, as I already said, is to visit the local nick today and ask them to find out what the opening hours are and try to get some sympathy from them face to face rather than over the phone.

The alternative is to go to the impound yard ASAP during daylight. On a Sat and Sun, I would go before noon. If it's costing £50 to get there is this because of taxi? Can you not give him a lift in your car? If no lift is available and it is a taxi, he will have to wait until Monday to be sure they are open, they are bound to be open all day on Monday.

Of course it could be -although very unlikely- that they are closed Sat and Sun (hence why they don't answer the phones), in which case, if he gets there before noon on Monday, he will only have to pay the tow fee not the storage.
  • He has been to the police station and it seems the yard is closed all weekend. We are going to DVLA offices monday 9am to try and get things sorted there end over the driving licence. The police have stated that even if it is sorted tomorrow my friend can not drive untill the licence comes through. If I drove my friend to collect the car he can't drive it back because of what the police are saying and we don't want them taking it again.

The cost of getting there is calculating the cost of public transport as I live in Lincolnshire and the car is in South Yorkshire and I am a named driver on the insurance policy and the police insist that only named drivers collect the car and he can't due to the licence problems.

I just feel that a little common sense and forgetting technicalities would have been much easier in this case.
