Not if he builds an eco house in the country, then rents temporary near the town. He can move out of rented place at the drop of a hat.
About renting Smeagold only look at fully furnished places. They are about the same rent as unfurnished. So you are wearing out the LL`s fridge/washing machine ect.
About Policy 52 it is quite easy to get planning permission for an eco house on almost any bit of land in the country/ green belt or whatever. The catch is it has to be an eco house not regular house and it has to be 100% off grid. You need solar power and rainwater filtering systems.
It would obviously affect the resale if you ever wanted to sell. But I think these days you could even ask more for quality eco house off grid in a good location.
You could have your animals and grow food, just like your plan.
Again policy 52 is only in Wales but there must be something similar in England?0
