Could she, under these circumstances, not report them to the CIB straight away?

Who is this, if you mean the police, they never want anything to do with parking, unless its still criminalised or obstruction. All they ever say is "its a civil matter sir" good day.
I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.

No I meant Criminal Investigation Branch

Is there a CIB...there's a CID? But it's more of a Trading Standards/OfT/complain to MP and local press sort of thing I think.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Illegal but worth a punt for them if the unsuspecting motorist coughs up.

I would probably go as far as fraud actually,

    Fraud Act 2006

    2Fraud by false representationE+W+N.I.

(1)A person is in breach of this section if he—
(a)dishonestly makes a false representation, and
    (b)intends, by making the representation
(i)to make a gain for himself or another, or
(ii)to cause loss to another or to expose another to a risk of loss.
    (2)A representation is false if—
(a)it is untrue or misleading, and
(b)the person making it knows that it is, or might be, untrue or misleading.
(3)“Representation” means any representation as to fact or law, including a representation as to the state of mind of—
(a)the person making the representation, or
    (b)any other person.

I think I would be having a word with West Mids Police, they'll probably say civil matter but id push for making it official, ask for a seargent or inspector.

Although the Police would be reluctant to get involved I think, the OP should def report these fraudsters to :-

    1) The Trading Standards

    2) The office of Fair Trading

    3) The DVLA
