Just putting "parking WC1N 3XX" into google brings up several PCCs at the same address - ICS Parking Control, London Clamping Solutions (LCS) and Parking Control Services are all showing as being there. So it is almost certainly a maildrop and must be a PPC.

Is there any name on the ticket ? where exactly were you parked on street or off street ?

If it is found that its a PPC ticket then safe to ignore, if council then DO NOT ignore.

    Hi,

    Was parked off street.

I have put a link to the website that had an exact copy of my ticket above.

    Thanks

Business must be bad or the "Occifer" must need to go to a well known purveyor of spectacles, if they are targetting cars with a legit P&D ticket
If a PPC Op should ignore

Follow the pepipoo advice. Ignore the company completely, no 'appeal' (as if!!).

But report the firm and car park owner to the OfT and Trading Standards, and your MP maybe, for using language describing their invoice as a Penalty Charge (which it is not). That's illegal:

    http://www.insolvencyhelpline.co.uk/debt_factsheets/harassment_of_people_in_debt_by_creditors.php

I would definitely report this, you never know how many old people someone might be skimming money off with a wedge of these fake 'Penalty Charge' tickets. This one really is a scam!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I think that Brooksy is still waiting for advice as to how to deal with the matter.

If this is indeed a PPC, then Brooksy's best line of defence is to completely ignore any of the pamphlets they will be sending. Not to engage into or start any form of communication. Just simply ignore all the useless letters they will be sending to her or the registered owner of the vehicle. The letters can range from demands for payment via letters from an underqualified solicitor up to threats to be taken to court and intimidation that the credit rating could be affected. In all of these cases and in view of the considerable prices charged for loo rolls, we should make Brooksy aware that her best hope in this lengthy process is that the company prints their empty demands on paper which is highly absorbant and with that the ink used is moisturising for use for the more sensitive areas of the human anatomy.
  • Thanks for your comments.

I will completely ignore the penalty charge notice and any letters that may or may not follow.

If anyone should turn up at our house demanding payment then I will present them with a copy of their fine together with a copy of my pay and display ticket.

    Once again.

    Many Thanks

Illegal but worth a punt for them if the unsuspecting motorist coughs up.

I would probably go as far as fraud actually,

    Fraud Act 2006

    2Fraud by false representationE+W+N.I.

(1)A person is in breach of this section if he—
(a)dishonestly makes a false representation, and
    (b)intends, by making the representation
(i)to make a gain for himself or another, or
(ii)to cause loss to another or to expose another to a risk of loss.
    (2)A representation is false if—
(a)it is untrue or misleading, and
(b)the person making it knows that it is, or might be, untrue or misleading.
(3)“Representation” means any representation as to fact or law, including a representation as to the state of mind of—
(a)the person making the representation, or
    (b)any other person.

I think I would be having a word with West Mids Police, they'll probably say civil matter but id push for making it official, ask for a seargent or inspector.
You may click thanks if you found my advice useful
