    Really? I am looking at AAISP, which are able to provide broadband connection without a phoneline.

    The issue I have is within the VM network itself. They are unable to manage the quality of my internet connection to provide adequate upload response times to make a VOIP call.

    You don't need one. Their T&C make this clear:
    I understand that this telephone line is provided solely for use with the associated broadband service and does not allow chargable calls to be made.

    There is not one. Not needed. Have a look at their website.

    I think we are going to go for the FTTC (fibre) tarriff with 1GB peak & 50GB offpeak download, upload is unmetered. This is 29 a month.

    Our VOIP services (we have a UK and US number) are about 7usd a month. Calls to the UK or US are 1c a minute.

    OK, you are lucky to be an area that has FTTC, we have an RFS date of September this year, bet it will slip.
