When is the clamping ban coming in?

Afternoon MSErs, After extensive Googling I haven't found an article on when the new clamping ban in England and Wales is coming into effect. Most media sources just point to the fact it's in the government's Freedom Bill, to be put in place in "the new year" (2011) i.e. around now. Anyone got any info? I just want to know…
