Hit car parked on double yellow lines blocking exit

You hit a parked car - you already knew it was there as you had noted it when pulling out. If you were unable to get around it then you shouldn't have tried in the first place.

The duty of care tends to lie with the driver who is reversing - this bump is your fault - being illegally parked does not give you the right to hit them without redress.
