 that sounds a bit naff.....
 what the op has got to be carefull about.. just suposing.. this is genuine( please dont jump down my throat.. but this is just for instance) and that she sits on the money in their paypal account and sells the phone to second chance person....and the winning bidder is genuine....so have sold one item twice...
 so you think that she should just play the waiting game, and sit on the money... if so.. how long on average before paypal takes the money back due to fraudulant payment..
 i have never been in this situation, but it would be good to know, if this ever happens to me in future.....

 'Lo again. Me neither, but I think most cases where paypal claw back funds, or attempt to, is within a week or so of transaction.
 This all goes back to the OP's original post though. She'd specified UK only. If whoever bid on it wanted it delivered to a verified UK address, and the OP delivered by online trackable method, she would've been covered by paypal's policy (correct, Soo?).
 If I specify UK only (which I don't), firstly I'd set up the listing to accept only (supposedly) UK-based bidders, I'd email any non-UK bidders explaining I'd be pulling their bids and why (not UK), then I'd ignore every other communication from them, unless it was one saying they'd like to bring the readies in an envelope to me.
 I've got v. close to 2500 100% feedback, but if I were selling a high value item and felt any qualms, any at all, about the buyer or their payment, I'd much rather risk a neg than £150. When all's said & done, a neg is simply someone's view of a transaction. Factual rather than emotive responses to negs can easily be seen by future buyers to be a positive reflection on the seller.
 BaffExclamation and question marks - ONE exclamation mark or question mark is sufficient to exclaim or ask about something. More than one just makes you look/sound like a prat.

 Paypal may have their problems but they can't retake money that has been refunded 
 The scenario should work like this:
 Seller receives paypal payment which they refund using the refund facility.
 No chargeback can be made as there is no payment showing as original payment has been returned. If phone is not sent then seller still has phone, but no payment and no chargeback.
 Or a different scenario is that seller keeps payment does not ship phone, buyer turns out to be genuine and files fraud report as seller has scammed them of their money.
 This is a UK registered buyer who wants a phone sent to their UK address shown in paypal. If there is any other indication that the buyer is definitely a scammer, then just refund money and take the chance that the buyer will not bother with a non performing seller complaint and leave a neg.
 If the oP is worried why not phone the buyer as it is sometimes easier to get a feel for a scam if you can talk to someone rather than rely on emails. If it stills eems dodgy then, just refund and fight the neg, if however you feel that this is a real transaction go ahead and ship but remember to use special delivery.

            Ok... so the buyer is UK registered and paypal address is in UK. Where has OP got Nairobi from? Did buyer request a different address?My TV is broken! 
 Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0

 I'm getting horribly confused now!
 I think the buyers address on the ebay notification mail showed Nairobi. However, at least one of my buying accounts has an address that is not my home address and which does not tally with paypal. However as I always use paypal that is not a problem as of course sellers send to my paypal address which is 100% correct and confirmed et al. As I've remembered I really ought to go and change the address now before I forget again!

 thankyou Soolin - that explains a lot. The e mail notification from Ebay had the Nairobi address on it. When the item sold I posted on here about Nairobi as I was worried. The payment from Paypal had the UK address on it. I think this thread has ended up being a bit confusing but I think I have learned one thing......i WILL NEVER SELL MOBILE PHONES ON EBAY AGAIN ( even if I can make money on it )

            You still need to make sure that it states on the paypal payment that you are covered by sellers protection whether you are posting in or out of the UK.0

            He's been buying and selling with very few problems (one neutral and one negative) for just over 3 years - if it were me, I'd email him to ask about the address discrepancy (i.e. why eBay thinks he's in Nairobi and Paypal in the UK) and on receipt of a satisfactory answer, would send it special delivery.
 But if you're not comfortable completing the sale, refund it through Paypal and sell to the next highest bidder. There's no way you can get a chargeback if you've refunded the money. If it did turn out to be funded off a stolen card, the chargeback would go against the account you refunded back to.0
