PayPal were set up with FSA authorisation. Then a couple of years ago they migrated to Luxembourg. They remain a voluntary member of the Financial Ombudsman Scheme and once you've exhausted PayPals complaints procedure you can make a complaint to the FOS.

I've posted like a broken record that people need to have the drive and determination to take PayPal to the FOS. If you don't take action against PayPal then nothing about their ridiculous practices will ever change.
Ridiculous practices maybe, but in the OP's case Paypal have to answer to the EU on money-laundering issues, so I'm not sure that threats to the FSO would really be worth anyone's time or money - Paypal's, or the OP's, or the taxpayer's, who fund the FSO.

In this case, I would hope that the FSO would tell the OP to keep a tighter rein on their ne'erdowell brother, but that's just a vain hope.

It's not just Paypal who demand such ID. Almost all online betting, casino and bingo sites also ask for such info too.

I have a friend who's wife works for the FSO, I will find out just how many people actually complain to them about Paypal, but I bet it won't be many.

Anyway, have you tried using a proxy server to give you a different IP address to the one your brother uses?, or, how about preventing access to your computer via a bios password?

Good luck with this paypal will close any subsequent accounts you open and youll never be allowed paypal again. Also its only a matter of time before Ebay suspend you and also not allow you to open another account in the future
Wins so far this year: Mum to be bath set, follow me Domino Dog, Vital baby feeding set, Spiderman goody bag, free pack of Kiplings cakes, £15 love to shop voucher, HTC Desire, Olive oil cooking spray, Original Source Strawberry Shower Gel, Garnier skin care hamper, Marc Jacobs fragrance.

So you can never use ebay again because your brother was up to no-good on his ebay account which is linked to yours due to sharing a house?? Absurd.
I think if "dodgy dealings" or "fraud" or "upto no good" or whatever you want to call is taking place from a particular address then I think in those circumstances Paypal is probably right to suspend accounts. Unfortunate for the innocent party but the real villian of the piece here is the person ripping people off.

If Mr Bloggs was ripping people off on eBay and his account is supended should Mrs Bloggs then be able to open an account and just carry on the scam. And then when that account is suspended the eldest son Billy Bloggs jnr takes over until that account is suspended and so on and on. And of course fraudsters are not beyond using multiple identities.

I think if you live at an address where family members are involved in fraudulant activity then you are going to have problems whether that is Paypal, credit cards, taking out loans or whatever. Would you want to continue doing business with an address where fraud is happening which is costing you money? Or would you say this is a high risk so it is now blacklisted and if an innocent person also lives there - tough, not our problem.

I know eBay and Paypal stink but I have more sympathy with those people who whose accounts are frozen or suspended for no sensible reason. The OP has a reason and it seems to me a fair one especially from the perspective of protecting Paypal users.

I would ring Paypal and if the OP has no joy then wait out the 180 days. And thump your brother. Maybe he should make good to the victims of his dodgy dealings?:A

Just thought id like to add that my account was limited just before christmas, it took a couple of weeks but i finally got it lifted. i have no idea why i was limited, i only use my paypal with ebay and i'm just a every now and again buyer and every once in a blue moon seller. I followed the steps -change password, check phone number e.c.t but it wasnt until i proved my bank account through deposits that it finally got lifted.
I did some online reaserch when it happened and theres some horror storys out there of paypal keeping accounts closed for months and months and not lifting the limit at all and people not getting their money back!

I will tell you BlueJake why Paypal limit peoples accounts.

Its free money to Paypal and also massive interest.

    They do whatever they choose

ITs the same with Paypal limiting peoples accounts with excuses.
IF you think about the interest on the millions of limited accounts, the interest they make monthly, its mind boggling- a billion or two billion.

Paypal are up there with the monstrous banks who charge interest to people on money that does not exist.
I hope your eyes have been opened.
  • Just to follow up what I posted a while ago on this thread, after PayPal ignored 3 formal complaints I went to the Financial Ombudsman back in the Spring. Got a letter from them today to say I'm getting PP charges refunded, a payment to compensate me for phone calls and internet charges (from abroad, trying to get my money while on holiday) and £100 for distress and inconvenience.
vikingaero is right - "people need to have the drive and determination to take PayPal to the FOS. If you don't take action against PayPal then nothing about their ridiculous practices will ever change".
  • I had £1100 creep up to £1500 to cover various losses when PayPal limited my account. Bizarre thing is, even though I went to the FO, my account is now usable again.
