Just remember, PP is not based in the UK so is (somewhat) immune from our laws.
According to Ebay's customer support it is perfectly acceptable to use 3rd party epayment systems. Indeed, I used PPPay for a 6 month trial period alongside PayPal & 75% of my customers opted for the non-Paypal option. It is not easy to set-up as PP is intergrated, but can be done with a little know-how.
I stopped using PPPay on Ebay when I opened an eBid account as I wanted to keep the earning seperate, however I am investigating Moneybookers as it has a first class rep in the business community.

With the new system the paypal option is always the 'main' one unless you run a third party auction management and have your own invoicing and payment page. Even then paypal must be offered and very few people will use anything other than paypal as there is no benefit to them at all in opting for a different payment method.

Incidentally there are a number of other payment methods allowed on ebay as follows:
Payment Services permitted on eBay: Allpay.net, cash2india, CertaPay, Checkfree.com, hyperwallet.com, Moneybookers.com, Nochex.com, Ozpay.biz, Paymate.com.au, Propay.com, XOOM

I would imagine to operate in the heady world of EU money-laundering rules all electronic payment schemes have similar restrictions on what people can do or not do with their sites, and no payment operator would be prepared to pass over illegal usage of their scheme. The OP is liable for their account, therefore the onus is on them to prove they are not their brother - and this is not just Paypal, this would be any significant electronic money provider or bank worth using that would have to do this. Receiving money from him would put you under a cloud. It's unfortunate but if you continue to allow him access to your computer knowing he's up to no good then the responsibility is yours to stop him.
The best thing to do is comply with what they want you to prove and Chancesare's email is a good way to go about it. This is coming from someone who was denied a credit card for six months after moving to work in Ireland because of money-laundering regulations and had a lot of difficulty even setting up a bank account to get paid into, so I've run up against these kind of situations in the past.

Moneybookers can integrate straight into your ebay account/s, you need the Business Account though.
Just remember to put the line 'We ONLY accept (insert alternative pay system here), Please do not send payments via Paypal as this may seriously delay shipment of your item' to your listings.Never Knowingly Understood.

PayPal were set up with FSA authorisation. Then a couple of years ago they migrated to Luxembourg. They remain a voluntary member of the Financial Ombudsman Scheme and once you've exhausted PayPals complaints procedure you can make a complaint to the FOS.
I've posted like a broken record that people need to have the drive and determination to take PayPal to the FOS. If you don't take action against PayPal then nothing about their ridiculous practices will ever change.The man without a signature.0 -

That wording is in breach of ebay terms and conditions. Also the only person who gets hurt by slow despatch is athe seller as people will just hammer your stars.
