It would appear that he can use ebay, but not paypal.

Ebays and PayPals rules are that you can not reopen an account if someone else in your family has been banned etcLifes a !!!!! and then you marry one:D0 -

No but the OP is a seller, and anyway what buyers use anything other thna paypal nowadays? Probably a lost cause, but ive been advised to send an email to a paypal address given to me.
Anyone good with words who can give me a template of sorts bearing in mind the basic facts are that account became limited after being sent money from someone. I REJECTED the money. I complied with their request for passport and bank stamtement scans, and then was told that my account was now closed.
Im not great at writing letters like this but I suppose it's worth a shot, otherwise Ill have to use my neighbours redundant ebay/paypal account instead for my dealings and just pay him the cash for the various fees etc.
I wonder if my brother sent one of you guys money, whether your accounts would also be closed??? LOL! Madness

You need to explain your user Id(s) and email address(es). Then state that during xyz time a relative used your PC to access his account without your permission. Give his user Id/emails and then confirm in a firm manor that you have no finanical links to this person, never have done and never will do.
I suspect (and it is only that), they only acted on you as there was a link from your IP/PC to your brother and then the 'attempted' movement of funds from one account to another. This could be misconstrued by them as an attempt at money laundering.I am Joe Bloggs of 1 High Street, Anytown. I have one Ebay account user ID JBloggs and one Paypal account using email [EMAIL="JBloggs@hotmail.com"]JBloggs@hotmail.com[/EMAIL] linked to the Ebay account quoted. I live alone/with x y z (if adding any names list their user IDs).
I have one/two/three Personal Computers and access my accounts solely from those at my home address.
On 1 Jan 1999 John Bloggs, my brother, who lives at 2 High Street, Anytown (if not living with you), came to my home and used my personal computer without my authority or permission. I understand he accessed his Ebay and Paypal account (list ID's). I further understand he attempted to move funds from his Paypal account to my paypal account, without my knowledge.
On 2 Jan 1999 I received an email (or whatever it was) alerting me to funds due to my Paypal account from John Bloggs. I rejected this funding.
At no time have I ever had any financial links with John Bloggs. At no time have I ever given John Bloggs access to my Ebay or Paypal accounts nor have I requested funds be send from his accounts to mine.

Just remember, PP is not based in the UK so is (somewhat) immune from our laws.
According to Ebay's customer support it is perfectly acceptable to use 3rd party epayment systems. Indeed, I used PPPay for a 6 month trial period alongside PayPal & 75% of my customers opted for the non-Paypal option. It is not easy to set-up as PP is intergrated, but can be done with a little know-how.
I stopped using PPPay on Ebay when I opened an eBid account as I wanted to keep the earning seperate, however I am investigating Moneybookers as it has a first class rep in the business community.Never Knowingly Understood.
