You are very fortunate that you did not try this in Africa (where I am). Everyone here is very careful about checking all papers before allowing you to proceed. Many restaurants make you pay before you eat, and taking even a small sum of money out of the bank takes about half an hour, since they have to photocopy your passport and make full checks of your identity before releasing the cash. Anyone who cannot produce the correct paper when someone in authority asks for it will certainly have to pay something.
I am astonished that someone who failed to show a valid ticket at the time the inspector asked for it could leave the train without any penalty. Most passengers would have been forced to buy a new ticket.0 -
