    It is an offence to use a vehcile on a road without insurance.

    Not sure how to respond as I'm not sure what your point is, lol. Having a vehicle parked on the road without insurance is an offence and constitutes to using it. However, I'd imagine the FPN wouldn't be applicable due to there being no driver at the time, that being said, the only way of dealing with it would be reporting for summons, surely? I'd imagine the car would still be seized though...

  • The car must be insured unless it's been SORNed. From direct.gov:
    Where a motor vehicle isn't used on a road or other public place, there’s no requirement to purchase insurance cover for 'on road risk' as long as a SORN declaration has been made.
