The access of a private road is what is needed . For example a farm track that is being used to access a field for a function is classed as a public road for the duration of that function . As the public would have access to it , same as a Supermarket carpark , or a private road leading to say a county fair.
However if the public do not have normal access to it , for exaple they need a key to gain access , this would not be classed as a public road as you need a key or fob to gain access.

Personally I think the OP enjoys nothing more than worrying about might happen, especially if her recent posts are to go by.
Constructively speaking though, I can't see the problem in the other party wanting to pay privately for the repairs but if the OP is worried about whether or not her neighbour is insured, isn't there a web site where you can check ? Can't think of what it is at the mo but I'm sure a quick search on google will suffice.2014 Target;

How can you say the repair will not be cheap ? I did not see where the op gave the make and model of the car and for a lot of non colour coded things a bumper can be picked up at a scrap yard ( even colour coded now seem easier enough to get hold of) It is after all only a bumper.
If I had broken my neighbours bumper I might well ask to pay it myself as it would save hassle and no claims bonus and excess etc so I am not sure it is such a massive deal someone doing the same.
After all they were putting a note on the car when it was found, rather then a bang at a superstore or some such place where no one is around to explain the damage.There is a race of men that don't fit in; A race that can't stand still;
