    Re read the bold highlighted part.....any road (in Scotland it's any "way") the public has access to.

    If I can walk through the residents car park without climbing a fence then it's public...since I have access to it.

    Who would pay for the damage to your car if your neighbour crashed into it on your shared drive and they had no insurance?
    Would you be happy they weren't insured or would you say "that was daft, let's have your insurance details and we'll be sorted"?

    Road defined as
    (a)F3 , in relation to England and Wales, means any highway and any other road to which the public has access, and includes bridges over which a road passes ,
    (b)in relation to Scotland, means any road within the meaning of the Roads (Scotland) Act 1984 and any other way to which the public has access, and includes bridges over which a road passes

    My driveway is private and none of them.

    Wembley Staduim has public access but it's not a road.

    For emergency hospital treatment use an ambulance.

    Read your insurance policy. You may have a duty to disclose the accident.
