i have been an o2 customer for years now and did genuinly upgrade my phone last monday went through the upgrade process and i recieved the same message as posted above.
So i phoned 5450 and its just an automated service which after 10 mins got slightly fed up and phoned customer service.
The bloke that i spoke to has told me that this way of doing it has now been withdrawn due to it being published on a website and people abusing it.
however he did tell me that the way of calling 5450 and activating it through both sim cards does still work.
My application has been processed and i should get it through within the next couple of days.
Its worth chasing it up they dont know that you havent bought a new phone
If anybody wants to get through to customer services for free go through 4444 top up with top up card input the incorrect number 3 times and it will transfer you to customer services thus not costing you anythingThe Only Thing Men Can Do Right Is Get Everything Wrong

5450 is free to call but i found there was no point in calling it as it was automated!
When i called CS he asked me for the other number and i explained to him that i didnt have a clue what it was as as far as i was aware it had all gone through and was now useless so i had put it in the bin. He said thats fine not a problem.

In answer to part 1 of the quote above, yes they/we do;
And in answer to part 2, they/we can tell when someone is calling from the top up line and if it is not top up related you will be asked to redial.
