    You do have a duty to tell them but you don't have a duty to prove they rec'd it. Proof of posting has ben deemed sufficient as they use this when they send things to you.

    Yes they have lost in court on that one, they have been good at losing correspondence, and trying it on later, so a photocopy of a V5, and a driving licence before sending it back registered post is the best policy when dealing with this outfit.

    Well in a perfect world the OP's car would have had number plates on. Even if it was one or the other the choice would still be down to the officer.
