    Because they get Brownie points for issuing the prohibtion. If they just tell the driver to put the spare on, there's no record of how wonderful their hit rate is. ;)

    They get their 'hit' by issuing the ticket for the bald tyre. Unless the driver failed the attitude test or the officer is a complete ****, then all it would mean is more paperwork for them.

    Can be dealt with by FPN same as a tyre.

    And remember you told the OP to take the matter to court. A tyre is a fine as upto £1000. So good advice by you when he accepted it was defective.
