Generally you would have to be refused. I know there's one or criteria where this doesn't matter. However, in the OP's case, it's relevant.

Not necessarily. That is one of the criteria where it doesn't matter; if you have a report from a psychiatrist stating that they think you are unsafe to operate large machinery like driving a car, that counts too, usually.

If you are elible for a blue badge you can have a bus pass instead and sometimes get one for your carer too.

I don't think it's one or the other. You can get both if entitled to both.

Not with every council. It usually depends on whether they offer a carer pass or not, and some don't.

My Local Authority issues a Blue Badge and Bus Pass automatically if in receipt of HRM. To qualify for a +1 (carer) Bus Pass you are required to be in receipt of either MRC or HRC.

That is the problem. Every local authority who issues the passes has differing automatic qualification for not only the basic pass but the '+C' companion/carer addition as well.

In the locoal authority where I work, although working within the national framework for issue, automatic issue of a Bus Pass is given to those who are in receipt of either War Pension Mobility Supplement or High Rate DLA Mobility or who are registered blind/deaf.

To get the '+C' carer pass added onto the basic pass, an applicant has to receive either a War Pension or DLA High rate care only.

In the adjacent local authority, for the automatic issue of a basic pass one must receive any rate or component of DLA or War Pension, but the '+C' card is only given to those in receipt of DLA High Rate Mobility/ War Pensioners Mobility Supplement.

With my LA you need an interview where you are asked why you need a C+ on your pass before you can get the carers mark on your bus pass and in my case it was just a formality, I have never been asked to chose between a BB and pass, thats wrong, many disabled believe that they cant drive (wrongly in most cases) and even though I dont use my pass because the buses arnt wheelie friendly where we live I like to have it for when we are away from home, even though the C+ isnt a national thing and its only valid in the area where its issued.

Scotland have the National Entitlement Card, criteria is the same everywhere in the country and can be found on the information page on the application form. I got mine from my local library.

To get a companion the person must be registered blind or have middle or high rate care DLA.
  • Just beware though..that if you apply for a bus pass that enables a carer to go free you will not be allowed to travel WITHOUT a companion. This happened on my bus recently when a woman got on without a carer present....and was refused free entry !!
I have had brain surgery - sorry if I am a little confused sometimes ;)

wrong, the C+ allows a carer to travel free but it certainly dosnt mean that you MUST have a carer with you, I have traveled alone without any problem at all and it certainly didnt mention anything like that in the leaflet that came with my C+ card.
