i got into the bios menu and am pretty sure the disc run, it then came up with loading files, but after that it just went to a blank black page then a blank blue page (i think similar to the background for windows).
Hoping someone may have an idea of where to go from here? ...

Beginning to think that is possibly a hardware issue -- no reason at all why the Recovery Console XP should not load ; just tested again on my XP.0

You may have to get into the bios/setup to change the boot order to boot from cd. When you get 1st page up it will tell you what to press to get into bios/setup. Usually del or f2 - just keep tapping eg. del every couple of seconds while laptop boots.

when you say operating system - do you mean like windows vista?
when i start up and go into the bios settings when i go to the boot options this is all i get:

1. IDE CD: TSSTcorp CDDVDW SN-S082H-(
2: IDE 4: WDC WD2500BEVS-22USTO-(S1)
3: PCI BEV: Realtek Boot Agent

^^Try booting to that with the XP cd in.0 -
