but this doesn't alter the well-established fact that 99.999% of cases never get in front of a judge!

Agreed - the "" marks around rules were a shorthand way of saying this.

Using the same car park twice on the same day (or at least within n hours) is against the "rules" in some parks

Their rules are irrelevant , if I want to go shopping at say a tesco, what damned right do they have to restrict my shopping activities ? The answer is none!

I very often go back and forth to supermarkets as I work in different areas for a tea, sometimes I go there twice in a day, to be fair no scammers have tried to invoice me, they'll have a job to make a case with me on the camera scam as my vehicle has a tracker and can prove my whereabouts
Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?

Er.....it's private property [both the store and the car park], so they can 'restrict' you. Bit like you can restrict people from your house.

IIRC Mr T has banned people from their stores [again iirc one poster on here was banned during the Refund&Retain period of a few yrs ago].
