Which tends to make me think that the system is pretty old? So you purchased a house without establishing what sort of CH and hot water system it has?

    Built 1999 and yes.

OK, no pictures as camera is playing up (typical!)

    In the airing cupboard is

    1. Dabfoss 103E7 timer - this works and controls the radiators

    2. 2 x electric switches to the tank - when i turn both of these on, i do get hot water.

    In the garage is:

    1. 1 x Gloworm ultimate boiler.

The boiler has 2 x pipes at the top of the boiler and are hot. There is one pipe running alongside the boiler and into the underneath of it, which is cold.

The boiler fires up and is hot.

Why do i not get hot water if both immersion switches are off? Should i have these switched on all the time, just one of them? (if so, top one or bottom one?!)

The boiler in our last house controlled heating and water and was easy to use, this one has me stumped!

This will do DHW as well. Go HERE scroll down the page a bit, click the documentation tab and download the Installation and User Instructions. Note these are the instructions for the current model - you may have to contact Danfoss directly for your model but you will be able to get the instructions from them.

As Macman said you may have two immersion heaters.

Do you have one of these:

    60151.jpg

    in the airing cupboard?

Do you have one of these (or similar):

    Drayton%20Cylinder%20Thermostat.jpg
attached to the cylinder. The dial should be set to approx 60 degrees. Is it? if not adjust it.
The boiler has 2 x pipes at the top of the boiler and are hot. There is one pipe running alongside the boiler and into the underneath of it, which is cold.
The lower pipe will most likley be the gas supply and probably 15mm. The two at the top will be flow and return from/to the boiler and probably 22mm.
Why do i not get hot water if both immersion switches are off?
Because the system controls aren't properly set up or a system component has failed. See my posts last night.

    Cheers

sounds as though you have a dual element water heater,

have a look here, and scroll down to Dual-Element Water Heaters, will give you an idea how it works.

If the programmer is correctly set up for DHW then my guess is a problem with the tank 'stat or the motor valve, as keystone has surmised.
Hard to believe though that the previous occupants have had no hot water recently except for the immersion heater-worth a call to them if you have contact?
Has the property been empty for a while? If so more likely that the motor valve has stuck.
First ID the relevant components and then try moving the lever on the motor head manually (it's the little one on the left below the power cable).

OK, i have just spoken to the previous owner's. They tell me that that the timer was constantly set to 'on' and this kept the radiators on only.

And the top switch for the immersion heater was kept switched 'on' and this kept a constant supply of water.

So they didn't know how to drive the system either!

Have you downloaded the Programer Manual?

Have you got a three port valve and a cylinderstat as previously asked?

    Cheers

Then they are half-wits, as they've been paying 3 times as much to heat their hot water by expensive electricity, rather than correct the fault and use the hot water produced by the boiler. The immersion is supposed to be just a back up system, it probably predates the central heating entirely. And running it 24/7 is ruinous-if used it should be on a timer just a few hours a day. A properly lagged tank will keep warm for hours-it is properly lagged, isn't it?
Please identify if your system has a tank 'stat and motor valve, if so you need to check if these are functioning as detailed above.

going to try to get some pictures up shortly. However, when i checked the meter there were 5 readings (although reading 3 was 00000). When i rang the readings in to EON, they said they will come out and change the meter so i don't have to pay the £35 per month standing charge the current ype of set up has.

No idea what that means, but we agreed to have the meter changed (it means we will be able to stay on our fixed online capped tarrif too)

Have the User Instructions sorted it out for you yet?
