I think what esmerobbo meant was that although you might have dealt with 100s of unenforceable invoices, there are thousands more that you haven't had any dealings with, and therefore can't factually state that they will 100% definitely NOT go to court.
You can when it's a PPC like Britannia, Euro Car parks, Parking Eye, etc. I will happily tell people that they 100% definitely will not go to Court!
They would be daft if they tried, they couldn't win anything except possibly a lucky default case - and they know it, so Court doesn't form part of their modus operandi.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

PCN is the term you mean. Not PNC, not PPC...

I am afraid that Private Parking Charges are not enforceable, by any means.
I am still waiting as per my request some time ago now, where I am waiting for a link to a case that has gone to court and won, if one even got in court that is not alone won!0 -

They are not called that, none of them are headed up with those words. They are headed up Parking Charge Notice (PCN for short 'cos they know it confuses people into thinking it's real).

I am finding it very hard to understand how some posters here claim ignoring a invoice could be dangerous at all, as I am not the only one here advising to ignore such, along with many other posters here, as well as all over the internet.
But also a Solicitor that was on the BBC Watchdog, to which he advised us all what to do with them, if you should receive one - Maybe I could recommend anyone thinking different should go on YouTube and search for the BBC Watchdog show on these invoices as I am quite worried how many people are thinking these invoices can still be enforced, when they cannot!0 -

I haven't seen any headed up with that, ever.
And nor have I seen any posters apart from stigy (and the occasional other PPC based employees or connected agents aka trolls) telling people not to ignore.
This forum has been telling people to ignore fake PCNs for years, ther is no confusion until you start posting about PPCs when you mean PCNs, and - inadvertently I hope - giving bogus Bylaw tickets the appearance of legitimacy.
