I had a lovely view of Manchester centre from my flat, I asked the EA what was happening to the area infront of me....landscaped was the reply. BOOM, a big hotel appeared soon after. I told them it was not on to just open a 16 story hotel and told them about the landscaping. they didnt stop! i was right annoyed so i thought id write it here

I think the point that the OP is making is that he was mislead into thinking that the commercial property would be empty during his time in the rented property. Having now learned that this is incorrect he is perhaps wondering if he can get out of his contract as he does not want to live there anymore clearly given the change in circumstances.
Yes it is obvious that anyone would assume that an empty property would at some point become used but if he was informed that this was not the case, then why wouldn't he believe this information. Granted, I wouldn't but thats besides the point.0 -

Is that what he was told though? Or maybe he was told something along the lines of 'there is nothing in the pipeline that we know about'.
Depending on various factors, it is actually possible for an empty shop to become a trading establishment within a very short space of time. (Unsure if that differs from area to area.) So perhaps it's possible the OP was told the premises are empty and there is nothing they genuinely know of, going to change that. Then fast forward a short while and things have obviously changed but this could still all have been unknown to the letting agent.
And btw OP, your attitude stinks. It's a disgrace that you found it necessary to be abusive just because you didn't like the content of the posts that went before.Herman - MP for all!

I cannot see any agent giving a guarantee that a premises is going to remain empty indefinately. I think it may have been a case of OP hearing want they wanted to hear.

How is your answer of any use to the OP whatsoever? Where is your relevant information? Sounds more like a soapbox rant.God i hate the 8 or 9 posts of unrelevant !!!! on MSE from old fatties on their soapbox ranting about how the world should be, before the one post from a person with information that is relevant to the actual question is posted
If the premises has previously been used as a shop then it is unlikely to need planning permission, unless use has been changed, eg from a bookshop to a takeaway.
Most shops are open reasonable hours and not too noisy. As a resident I would be happier knowing downstairs was occupied and cared for, rather than being eyed up by local vandals looking for fun.

Same school of thought. Rent a semi-detached house and next door empty and then getting the hump when someone moves in a few weeks later.
My parents used to live above a butchers. Now they start early (5am radio on and thumping noises as they obviously cut the meat up). At night though absolute bliss. I'd rather hear a shop than another flat underneath me. You do get used to routine of a shop whereas with neighbours they can do just about anything to surprise you.

But hang on a minute here - didn't the OP actually say in a later post that it WASN'T a shop to begin with? Isn't that the point that everybody's missing?
He's rented a flat about a property which has now been turned into a shop and he wants to know what can be done about that given the letting agent said that the property was going to be left as is.
Or am I missing something?0
