    Why isn't the 8 in both 4 - 8 and 8 - 16 a match?

The speaker changes load from 4ohm to 8ohm dependant on frequency (So we could say its 6 ohms on average)
At any given moment the speaker is putting 8ohms or less load for the amp to drive. As the amp wants a speaker to be 8 ohms or more then its no good for it

You should not crank things up beyond the point where they are distorting.
If you do overdo the distortion, the most likely thing to go would be the tweeters.
If you run the amp into too low a load (and remember that speaker ohms ratings are not precise), you might notice it was warming up a bit.
Some amps have a thermal cut-out featire to prevent them overheating.

    One more question.

Is the amp not asking for a combined impedance?
It says, "Impedance use 8 - 16Ω" (above left and right, and again above rear and centre), so does it want both speakers to be 8 - 16 or the total to be?
    I've been looking for speakers and I can only find 3, 4, 6 and 4 - 8. 8 - 16 seems a little high, especially for small surround speakers.
    The speakers I want to use are 4 - 8, so two would be 8 - 16. The centre and rear are 6, 3 and 3, a total of 12 (within the 8 - 16 it's asking for).

The amp is basically saying it will be happy, stable etc with a speaker load of 8 ohms, 16 ohms, or anything in between - i.e. in the range 8 to 16 at EACH speaker, I would suggest.

You'll only get a load of 8-16 from two speakers of 4-8 if you connect them in series, which you won't be doing as one will be connected to the Left channel, the other to the Right.

Your ears will likely tell you long before your equipment does that it's too loud. If you don't care about your ears, you'll notice distortion from the speakers flapping, literally being asked to vibrate more than they're able to, or you'll notice a muffled or distorted sound, which is the amp's limit, and may be accompanied by the lights on it dimming along with the loudest bits.
