    I paid through paypal.

    It is the seller's responsibility to get the goods to you and this overrides any nonsense the seller may state in his listing.

    Well I'm a bit concerned the parcels gone walkabouts now or I've been scammed, if he has prove of postage, how would I go about getting a refund?

    Do I approach the post office?

    But that's you. And very cooperative of you. But if your buyer sees it as slow, you get marked down. This particular seller has waited two working days to post, or one and a half. I don't think that is acceptable.
    For the OP, as you have paid seven days ago, I would wait a few days and stick an INR in.
