Just go for it.It's amazing how things work out

I don't know what sunlit fluffy world you live in but that's ridiculous advice.

Cancel now for whatever the lowest cost is. It's amazing how badly things can work out.
loose does not rhyme with choose but lose does and is the word you meant to write.

Why cancel now if the fee doesn't increase until X weeks before the holiday?

I agree that cirucmstances can chance for the worse as well as for the better.
The only advantage to cancelling now is getting the £1000 back earlier.
That would make sense if you definitely know you can't go.

another advantage of waiting until the last minute to cancel before the cancellation charges increase is the hope that something will happen with the holiday, and you may then be offered a full refund (for example, the flight company might cancel the flight or alter the flying schedule, the hotel may close for renovations, or something like that). when something like this happens, one of the options might be that you are allowed to choose an alternative holiday, or cancel free of charge. if you are offered the cancel free of charge option, you should get all your money back.

As an alternative option, as them if the full amount needed to be paid so far in front (some only take full payment within 10/12 weeks, however it will depend on how the company have packaged it). if full payment was not required, ask if you can have the difference back between the full payment and the minimum payment (which i would assume to be the £113 deposit), and then you have got at least the bulk of the money back into your own account, and decide what to do with the holiday at the crunch time.

is the hope that something will happen with the holiday

Also something could happen that is an insurable event (like sickness or redundancy in some cases).
The word "hope" is the wrong reason in this scenario, but if an insruable event occured then you'd get all the money back (I think I read that insurance had been purchased).

As they paid the full £1,000 (rather than just deposit) for the holiday on a credit card, and the fact they've already said they are maxed out, would suggest that these may not be at 0% rates but more likely usual credit card rates (accepted I am assuming this).

Therefore getting a refund now rather than waiting and trying to stretch in the hope of avoiding the holiday will probably save them £100 plus. I'd also suggest that if they were going to go through the difficulties of cutting back/second jobs then this would be better directed at debts.

Only other alternative is perhaps mention that a mistake has been made to family/friends (no need to go into personal finance situation) and see if they will take it off the OPs hands for more than they would have refunded. Although consider there may be name change fees.
