No, it is 100% correct. Front fog lights are optional and not part of the MOT.0

1) Pedestrians have legs and 2), never seen a drunk in the road? their nose is usually about 6" from the road
And finally, anything that is not radiused can be a failure, the old SVA included an exposed radius limit of 5mm anything under that is classed as dangerous to the driver or pedestriansI like the thanks button, but ,please, an I agree button.

If you are in any doubt just tape a piece of plastic or similar over the hole for the MOT. Possible alternative, get the blanking plug that is usually fitted to lesser spec models of you car with no fog lights, scrappyard job

All the MOT says with regards to protrustions is essentially taken to mean anything that could clearly cause damage to a passing paedestrian.
Inset fractured glass a few inches off the ground, would I reject, without saying it, difficult to see, but I certainly wouldn't be that sure it's a default failure.

This is always the issue Andy, ie, Interpretation. Which a car will pass at 1 garage and fail at another:o.

However I wouldn't go to the extreme of worrying about the hole, or buying a blanking plate.

Just to be picky, the MOT testers manual refers to sharp edges or protrusions, caused by damage or corrosion.
A intentional sharp edge, corner etc. would fail an SVA/IVA test, and would be illegal to use on the road as it would not conform to Construction & Use regulations, but should not fail an MoT, though the tester would normally note this as an advisory, and possibly 'This vehicle may be dangerous to drive because...'0
