Thanks for the contacts; this is the email I just sent to Sefton TS:
Hello.
Yesterday we were issued what seems to be an illegal parking ticket in the Ocean Plaza Retail Park car park. This privately run company seems to be using words in the copy printed on their 'fines' which breaks the laws in which these cretins are allowed to operate and thought you should be alerted of this. Please see this photo of the fine posted to the wind screen of the car outside of Poundstretcher.

Please note that the paper uses the words "Penalty Charge Notice" and also further down there is the use of the word 'fine'; all of which are illegal to use in this already untoward area of private parking companies. Now, this is only one notice, but it may be part of a much larger problem in Southport and concerns me to think how many elderly people or families on tight budgets are getting conned by these criminals into paying them money they have absolutely no legal right in demanding, even more so with the illegal use of wording chosen.
I hope this is dealt with swiftly and I would appreciate it if you keep me informed with an update including action taken against this illegally operated group.

supposedly any parking company applying for registered keeper details whether in writing (and certainly by the "electronic link") must be a member of the British Parking Association AOS?
You have confused yourself somewhat.
To get the data through the electronic link PPCs must be an AOS approved BPA member.
However to get the data by written request they only have to be a non AOS member of the BPA
Given the high standards set by the BPA coupled with their robust action taken on compliance with the codes of practice (not) ..it is safe to assume that any company willing to pay the appropriate fee will be allowed to become a non AOS BPA member, with no questions asked !!!0
