Im angry with my neighbour

He and his GF are alchoholics , both are on disibility because of this and other medical conditions ( epilepsy , heart condition) They are well known to the police for their little tiffs and she regulally looses control of her bladder on our dorrsteps shes that bladdered .
Yet they can still get a taxi shopping or walk round the off licence 3 times a day , they cant be that ill.
Other than moving ( house prices not helping) and complaining to the housing association that own the house ( that one worked .. not ) nothing is working to get them out .
I have a toddler there atre 4 other toddlers on the street of 20 houses , 2 of us are pregnant , me and a neighbour, we are at the end of our tether .
Any advise would be nice

dizzy, what particularly do they do that bothers you? I know you mention the weeing on the doorstep (not nice obviously) but what else do they do? She comes out of the house practicly naked , shouting obsenities at him , he comes out takes her in , she comes out again , he hits her ( inside only) police turn up ambulance turns up. His neighbour has been in his yard and seen them making love up the window at the back of the house.
I have kept a diary and given it to the housing association, next step I think will be writing to the council. Its more the police presence , and the abusive language they throw at each other. Talking to them is a no no as they are constantly drunk and I dont know what responce I will get .
He has just been on remand in prison because he assaulted her , she didnt give evidence and they let him out . Then within 5 hours it all started again. We had a similar problem a few years ago, what worked for us was everytime there was an incident ring the HA and complain and get them to log it, maybe a few of you can do it.0
