How to stop a neighbour from throwing their rubbish over the hedge

    If you think you know where he lives, you could get someone he hasn't met yet (like yourself) to knock on the door and see if he answers - if he does then just confront him about it, ask him to stop, and make it clear you have pictures of him doing it. If not, show a picture and see if the person answering the door knows him. Make sure you have backup though, perhaps see if you can collar a local PCSO to go along with you?

    Failing that, a sprinkler with a timer would be my second option!

    This sounds like some sort of obsessive compulsive behaviour. he has gotten into such a habit of throwing away his rubbish at that place at that time - he just can't stop. he obviously knows it is wrong yet continues to do it. even after being confronted. he has definte issues and might not stoip until he is given a fright by the police.
