If you think you know where he lives, you could get someone he hasn't met yet (like yourself) to knock on the door and see if he answers - if he does then just confront him about it, ask him to stop, and make it clear you have pictures of him doing it. If not, show a picture and see if the person answering the door knows him. Make sure you have backup though, perhaps see if you can collar a local PCSO to go along with you?
Failing that, a sprinkler with a timer would be my second option!Trust me - I'm NOT a doctor!0 -
This sounds like some sort of obsessive compulsive behaviour. he has gotten into such a habit of throwing away his rubbish at that place at that time - he just can't stop. he obviously knows it is wrong yet continues to do it. even after being confronted. he has definte issues and might not stoip until he is given a fright by the police.0
