    Private car parks will still be allowed to charge motorists a fee, using ticket machines.

    But they will have to sign up to a strict code of conduct agreed by the British Parking Association (BPA).

    All signs about charges must be clear, and any fees for over-staying must be 'reasonable'.

    Crucially, there will be a right of appeal to an independent tribunal with the power to quash unfair charges.

    Any motorist who refuses to pay will face the same sanction that applies to public roads or council car parks, which is a visit from the bailiff or a trip to the small claims court.

    Glad to see the press release also includes towing as I could see the clampers cutting out the clamp stage and going straight for the tow.

    How will they be allowed to ticket, and enforce the ticket? These Forums are full of people saying "You can ignore Tickets on private land, their not enforcable"?

    Well if they make changes to the rules and laws around this, things are about to change, and its about time there was a fully regulated parking industry

    I tihnk the devil will be in the detail, but a penalty of £75 or £100 for overstaying, 10 minutes with a contractural loss of a few pence or a quid will be frowned upon by the tribunal or small claims court. Many places will adopt a barrier system where you have the ticket stamped and pay the fee in order to leave at a machine. Less chance of evading payment that way.

    Most problems with staying in a private parking car park would be fixed if you got a ticket going into the car park, and you actually paid when leaving, put bollards or barriers up and for most car parks you don't need a ppc in place, is it rocket science ?

    To quote today's Times

    The Home Office said that in future landowners should put up barriers to prevent unauthorised parking.

    As somebody said on another forum "you don't leave your front door open and then complain when somebody walks into your house. It's the same on any land you own. Get it secured"
