    I dont understand then, I thought avoidance was legal. Doesnt every small business up and down the land do what they can (within the rules) to reduce their tax bill?

    Hmm - not sure I agree with you about fairness - if someone is stealing from me (as a taxpayer) I would rather it was someone who had very little and was earning £20 a week extra cash in hand on top of benefits than a self employed contractor earning 50k a year and avoiding 10k in tax by doing the majority of it for cash.

    I would further argue that for the self employed contractor they would probably only lose 40% income tax on the money they are not declaring whereas the person on benefits might lose 95% in tax plus reduction in benefits thus somehow the contractor is being more greedy in refusing to give up his 40% than the benefits cheat not giving up their 95%?

    In many cases of tax evasion, I would imagine many of those involved are Net 'givers' and contribute to the countries coffers...just not as much as they ought.

    As an aside, I wonder how much of this 25 Billion is 'normal' people having work done 'for cash.' Lets be honest, we have pretty much all been there...

    That isnt avoidance, its evasion. Im not sure if that kind of fraud is included in these numbers

    The contractor settig up as a company (or possibly under an umbrella company) with a single client in order to pay corporation tax instead of income tax would be avoidance. Wouldnt it?
