You might want to tell your neighbour that it is an offence to leave the scene of an accident. I believe the penalty is 3 points and a fine.
This is probably academic but in case you need to know chapter and verse, your neighbour would potentially have committed two offences:
1. failing to stop at the scene of the crime and provide details as required
2. having failed to stop / provide, he failed to report it to the police as soon as reasonably practicable and in any event within 24 hours.
Each of these offences (s.170 RTA 1988) is punishable by £5K fine and/or 6 months imprisonment, plus obligatory endorsement on their licence, and either 5-10 points or disqualification.0 -

You are correct. It states that stopping to go to the toilet does not count as loading:
