You should report him to the police as this is a 'fail to stop' after an accident. One of the reasons he may be loathed to go through his insurnace is that he doesn't have any.

The police may not persue the matter but you will have a reference number for your insurance and they will get a copy of the police report.

do you still lose your NCB in this case if it is protected?

Assuming you haven't previously used up any of the protection "lives" on other claims, then if you have protected NCB it makes no difference on whether or not your insurer gets reimbursed by a third party, your NCB is unchanged after a claim.

Is the fact that I was parked on double yellows relevant? He still should have looked and not just driven off, right?

It has some relevance - you were committing an offence at the time. But so did the third party by driving off (and is lucky it was just a car that was hit and not a pedestrian!

But as far as the incident goes and determining liability, it's immaterial where you were parked.

Cool, thank you. Yeah I was thinking that about the pedestrian, it was busy at the time, so there could have been cars on the road anyway as well.

No it isn't. If you'd been stationary in the same position waiting for a car in front to move off, there would have been no difference. End of the day, the blind sod couldn't see something 15ft long, 6ft wide and 5ft tall.

    Thanks chaps.

Does anyone know anything about accident management companies? It seems really straight forward to use one but I don't really get it, there must be a catch... right?

You are able to park for approximately 5 mins on Double yellow lines, so no offence was committed.

You might want to tell your neighbour that it is an offence to leave the scene of an accident. I believe the penalty is 3 points and a fine.

I would not feel under pressure to get a cheap repair. You have done right by getting two estimates and he has had his chance to pay, I would make a claim through my insurance.

Please note you are required to notify insurers of any incident, even though it is not your fault and you do not intend making a claim. Unfortunately, this incident may cause an increase to your next premium.
