PC fan is always going full throttle

Dust builds up, airflow through heatsink is reduced, heatsink isn't as efficient, fan needs to work hard to keep heatsink (and thus CPU) cool.
Clean heatsink = Effiecient = Fan works less (ie slower).
It's the speed of the fan that alters and gets louder.0 -
hi again, the pc was silent for a few days, a week or two.
Then it started again, same sound as before.
Now its on all the time, with basic apps open.
When 4 or 5 apps open, it is permanently on. Very loud and distracting sound.
Shall i open up again and clean dust?
Im sure i cleaned the dust properly, as much as i could from within fan the last time.......
the dust blower was good, it was getting into the metal fan plates and i could see dust build up and i was getting it out....0 -

If the PC is 5 years old? the bearings in the fan may be going, just buy a new fan.
If the fan is built into the PSU (power supply unit) then you will require a new PSU.
Did you check the heatsink to see if it was clean or clogged up with dust?0 -
yes pc is roughly about 5 years, or approachin that im sure.
I dont know what a heat sink is.
but that youtube video linked in previous post, thats what it looks like, it has those screws on,
but when i was tampering with it, it loosened up, but it was difficult to completely pull it out of the other circuit board....
I could see dust, dust blower gathered it, and i picked it out manually, seemed to be quite clean after this process.
How much would a fan cost?
Should i get exactly the same fan again? or a better model?

the fan looks clean,
but there is this box, i dont know what it is, but it looks like another fan, theres a vent and it looks like a fan is there, but part of this big block, it says dual bios 430W, theres dust hanging all inside, looks bad. very very dusty...its something thats enclosed within a metal case....with dust blower, alot of dust got blowed out to other side, this dust blower is really getting inside it, perfect....hope it works.....
so in total there is two fan like things in pc (the other one is like the youtube link in older post)0 -

read reviews if you can, you can likely get good efficient quiet fans for £2-£4 or very cheap crap ones for £9.99.
get the same size, you'll likely not find the same make.[/STRIKE]
EDIT: Ignore that bit, hand't looked at the photo and noticed it was your CPU heatsink fan, to replace that you'd need a compatible CPU heatsink from a 3rd party, the above comment relates to case fans.

cleaned and closed the pc.
The noise is still there.
But i dont know where its coming from.
As there are two fan like things in pc.
when you put your hand at the back, by the power supply (?) vent, hot air is pumping out.
my room is not excessivley hot.....
even when its cold, its on.
when i cleaned the fan (as before in post), the noise stopped for few days.... now its back......
IS it possible that the power supply is not powerful enough, causing the fan to work harder???
because ive never been able to use more than one or two usb ports, although i have 7 or 8 usb ports, only using one or two is stable (its been like this from the beginning).
every since, when i shut down my pc, after shutting down, it immediately re-boots back up, have to shut down, then quickly pull the mains plug out. When i wanted to put pc on, when i put the mains back in, there was an electricity flash from the sockets (not good).
Strange, it used to do this years ago.
(i did start using a ethernet connection for internet yesterday too)0
