    yes, possibly, but if that was the case, then surely when tenant a moved out, they would have rang the council or written to say im moving out on 30th june.

    Assuming the tenant has contacted the council - in around 75% of the cases I deal with its the L/Lwho informs the council that someone has left as the tenant has made no contact.
    tenant b comes along and rings up and says, im now liable from 15th july, please send me a bill

    Again your assuming the tenant supplies correct information, it happens regularly that a person takes a tenancy, moves in a week later and gives the later date rather than the actual start date of the tenancy.

    By asking for tenancy agreements the vast majority of times its actually the L/L who is being helped and not the tenant as it ensure he is charged correctly and from the correct dates. Its not uncommon to have to make adjustments back over 4 or 5 years when it turns out tennats have been in the property and no one has told the council , without T/A's this is almost impossible to do so correctly.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    PoppySarah - there's no gap, no nefarious activities (past or present), no fraud. Just a council c0ck-up

    And just so that you all know, both I and the tenant received a letter from the council in this morning's post. The name has been corrected and the revised bill was included; and Karen has now paid it in full for the year.

    And yes the letter came from higher up the chain than the CT Officer.
