I dont think the arrest bit is right though as it has been pointed out it is only theft if you leave the store without intent to pay for the items consumed.
If the police where called they would most likely say to the store that no crime has been commited until the person leaves without paying and if the person then goes to the checkout and fully pays for everything what would they be arrested for?
Surely the goods have been irreversably damaged, and are therefore not longer fit for sale? I just can't see how anyone can believe that this is okay. You may not have left the store, but you can't put the item back on the shelf either, so it has to be seen as taken.0 -
