There are regulations when on public grounds. On private grounds you are parking under the owners conditions imposed.
Same with using a shop.....you're basically told if you dont like their stipulations, dont use them. And whether the punishments are legally sound or not is neither here nor there.
The point being that they should be treated equally. A PCN on a non-BB vehicle should have the exact same standing as a PCN on a BB vehicle - which legally should be none but the BB vehicle should still get a PCN if they havent parked in accordance with the owners conditions.You keep using that word. Well my youngest is a teenager and when the kids were small we had a fairly large car but there were no such thing as Parent and Child spaces and we managed perfectly well.
I am now registered disabled (thanks to two non fault serious road acidents) & I can honestly say that I have no problem in parking in a P&C space if all BB ones are full.
At the moment our local Morrisons is being revamped and they have obliterated most of the BB spaces but left the P&C ones alone! Beggars belief really.
Also on the subject of PCN's, I recived one in Gloucester on Saturday. Parked in a BB bay, checked that I didn't have to pay, displayed my badge etc etc etc. Came back to find that about 20mins after leaving my car I was ticketed for not displaying my badge properly! If it being in a leather case and shoved right up in the window isn't displaying it properly then I don't know what is!
Needless to say, I have challenged it and got an email back this morning stating
"Thank you for you email, we will return a postal response to you in due course. However, we are experiencing high volumes of correspondence at present so we may not be able to respond as quickly as our acknowledgement. I thank you for your patience during this time."
Makes me wonder how manyother complaints they've had recently!0 -

PCN's are how they are referred to from the ones i have seen although i may point out that PCN is used as an abbreviation for more than one thing, hence why it is used (along with several other tactics) in order to try and scare the driver into paying up. Unless they have changed it recently, they still send letters out (again - at least the ones i've seen) referring to it as PCN's.
They rely on people thinking it is official. They could call it a "space taker upper fee" or a "inconsiderate road/car park user" for all i care. I'm not someone who parks other than where i should.

Actually a PCN can be issued by a civil enforcement officer from that town's council. This is what I received on Saturday & don't bank on not parking illegally to save yourself from getting one. I was parked perfectly legally and got ticketed - am still trying to fathom out why.
I walked right round car to make sure I was within lines. Badge and clock on display, disabled tax disk on show - everything as normal but they say my badge wasn't displayed correctly - am I supposed to shove it on the roof? I've been told by traffic wardens to put it on the dashboard in full view of windscreen and that's where it was on Saturday!0 -

As for the disabled badge, i know my parents were told NOT to jam it into the window and just leave it lying on the dash - not too close to where the dash meets the window as it could potentially obstruct part of the badge and lead to them being ticketed. Nope, was lying flat on the dashboard and not obstructed at all. Apparently, the CEO's have been ticketing on private land in Gloucester too as they did it to a lot of my hub's colleagues on land belonging to his works.
I contested the ticket by email and also asked why I received it in the first place and received the following reply....

I would take this to mean 'we have incorrectly ticketed a load of cars and are now trying to sort out the mess that our CEO's have gotten us into!' :rotfl:0
