Facebook harassment

It might be a bit off topic posting this on a money saving forum but i'm trying to get advice from as many places as possible.

I am asking on behalf of a friend who is getting harrassed on facebook and by normal email. With the email accounts, she sends any messages with their addresses straight to her spam boxes but with facebook she is not having as much luck.

She cant find them to block them, so we are assuming they have already blocked her, and yet they are still able to respond to her comments on mutual friends statuses.

They have me blocked too so i am unable to report them for her.

We have emailed facebook several times but they havent replied so far. At the very least we would like to find a way of blocking them so that they cannot (we're assuming) unblock her, harrass her, and then block her again.
The only information we can find from the help pages on facebook is to hit the report button. But we cant find their profiles to do that as they have already blocked us. We dont know anyone else (besides his parents, who we dont want to involve) who has them as friends on there that could report them.

She has changed her name on there, and photos, in order that they cant find her but they still manage to.

She has screen shots of all communication but at the moment she doesnt know what to do with them. This harassment doesnt look like it will stop any time soon.

They are in another country. If she was to contact her ISP, would they block any ISP contacts from that country or would it have to go through the police?

    There is unlikely to be any blocking. Going the Police route is an option as its a criminal offence in this country but as to how well that'd go in their country is another matter, unless it is the USA. If they're American and you know where they're coming from, report it to their local Police - its kind of cracked down on there.

    Unfortunately they are not in the US

    Unlikely to be any blocking? On facebook or the ISP?

    Assuming you have deleted them as friends...

    Are your settings set to "friends only"???

    To do so click "Account" at the top right, then "privacy settings", click "friends only". Untick the "Let friends of people tagged in my photos and posts see them."

    Then click "customise settings", scroll to the bottom and change the Mobile phone & e-mail info to "Only Me". This should then stop other "friends" handing out new details. Before you go back, you can change any of these boxes to "Only Me" or "Friends Only". Go back to the top and click "Back to privacy"

    Then finally click "Apply these Settings"

    I certainly have everything set like that and i'm pretty sure she does too but i'll check with her.

    But that wouldnt stop them seeing her on mutual friends statuses would it..?

    I think she would have to allow friends of friends for them to see her ?

    I have not got a Facebook A/c but have been reading this thread with interest.

    Why is the "delete your account" not helpful?

    There are some really savvy people on this
    forum so I imagine someone will suggest something that works.

    We've talked about her deleting her account but she has friends all over the world and this is the best means of contact. She could start again with a new profile, new profile photos that dont show her face etc but why should she? This is harassment and from what i can find this is against the law.
