Depends really. Round here the council are quite strict, especially with shops housed in the shopping centres. Too many complaints can lead to them losing their lease.
However i tend to agree with the opinion that if the guy is that rude to all his customers, he's shooting himself in the foot.

"fat" changes, what was once considered a healthy weight is now considered too skinny/too fat depending how far in history you are going back. And believe it or not, fat doesnt necessarily mean unfit.
Ugly technically can be measured. There are certain things people are more likely to be attracted to.
If a shop keeper remarked that you have bad breath, you're bald, have horrid skin, smelly feet etc.........all of these would be fact.......but would you be any less offended if it were something you personally are self concious about?
Nor can you judge someones weight accurately by looking at them. The OP could be 5ft and look a lot heavier than she is, where someone else may be 6ft and look a lot thinner than they are.....yet both be the same weight......would the shopkeeper still tell the 6ft person it was because of their weight?You keep using that word. Fat women get a bit stressed when people remind them they're fat.

Its one thing acknowledging your faults personally, its quite another thing to have someone else - especially someone who is working at the time and who does not know you personally - point them out for you.
If you made similar remarks to a member of staff, they would probably refuse to serve you. Why should it be any different when the shoe is on the other foot?
If the shoes were as the OP described then weight would have no bearing on the elastic slingback at all as the weight would be applied in the opposite direction. Even when lifting her feet, the only weight on the elastic itself should be the weight of the shoe. IMO it was either just bad luck on getting a faulty pair or the design of the shoes havent been well thought out.You keep using that word. Not just fat women, bald men, poorly endowed men, short men, tall women, bad breath, squint eyes, funny walk etc.
Everyone has something they're not confident about. Women even more so because we're such perfectionists
If you get nekkid for some uhm......one on one time and the woman points and laughs muttering something about the early bird getting the worm, i dare say even the most confident guy would become a little self concious 
Of course some people are fat through overeating or not eating properly but there are genuine cases of it being medical related. No. Not all fat people overeat. In fact the biggest contributer towards overweight/fat/obese people is probably poor diet - not the only contributer, just the biggest. I suggest you take your own advice and "look it up". Overeating is really only a problem if you dont eat a balanced diet.
Likewise, not all people are born like that. The human body is one of the most complex things and (as of yet) we dont even fully understand all the workings. Have we established the shop owner used those exact words?
And more importantly, the shop owner broached the subject first. If it werent for the shop owner saying that, for all we know the OP could be stick thin and just think they're fat (every woman has at least one day they think they're fat - theres also women who probably have less fat on them than a tube of polo's and will still protest about how "huge" they are).
But again, fact is we all have issues we're self concious about and there are plenty of little idiots who will point them out for free (several seem to be commenting on this thread) without having to pay for the pleasure.
