                    I woke up this morning to find a letter from the council underneath my  car's windscreen wiper, it read:
"Dear sir/madam
Waste collection
with reference to the above matter i wish to make you aware that because of access problems continually being caused by parked cars, the waste collection crew is experiencing difficulties in making a collection from properties in the area.
When parked vehicles restrict access, a number of premises will not receive a refuse collection or recycling collections, which consequently leads to an accumulation of refuse and recycling waste in the location.
Please park your vehicle in a place that will not block access for the collection vehicles. The collections in this area normally takes place between 7.00 am and 5.30 pm.
I trust i can count on your co-operation in this matter to ensure that the premises in this area receive a regular refuse collection and recycling collection. I would appreciate it if sufficient space could be left for the refuse collection vehicle to manoevure and gain access.

I have attached a number of photographs concerning my car that they say is blocking access. I do not want to move the car when the refuse wagons come and i feel that there is enough room where i have parked my car for them to manoevure. What are my rights concerning this letter?
