exact wording is as follows ' if this letter is ignored, we will have no option other than to instruct our debt collectin agency, to secure immediate payment, commencing court proceedings, through our solicitors, if required. Therefore, to avoid future and unnecessary action, please pay the outstanding Parking Charge at the final reduced amount (£80), for what was a clear contravention of the parking regulations.

The consequences of not paying and subsequent legal proceedings are that you could receive a CCJ and if you ignore that a baliff will attend your address to remove goods.

This is usual form of the letter and can be ignored. Don't be afraid of debt collectors. They have no special powers, cannot enter your property, cannot seize goods and cannot blacken you credit-record over an alleged parking charge.

They are not the same as properly appointed court bailiffs who only come on the scene in the very, very remote possibility that the case goes to court, you lose and you don't pay whatever the judges orders.

That's how this scam operates. The private parking companies rely on the (understandable) lack of knowledge by people about the private parking industry. So people confuse debt-collectors with bailiffs, fines with invoices and the difference between criminal and civil law.

To reassure you a little more some Bailiff and Debt collector info:
    When bailiffs may be used

Your creditor (the Parking company not the Debt collector) can make a claim against you in the county court (Unlikely). A County Court Judgment (CCJ) may be made stating that you must repay the debt.(If you lose the case - Unlikely)
If you don’t make the payments ordered by the court, your creditor can ask the court to issue a 'warrant of execution'. This means that county court bailiffs may be called in to help recover the debt.

    Debt collectors

Creditors (Private parking companies) will probably use a debt collection agency to ask you to pay off the debt.
Debt collectors aren't court officials and don't have the same powers as bailiffs. They can't enter your home or seize your possessions. They can only write, phone, or visit your home to talk to you about the debt and how to pay it back.(Which you can ignore - you owe the debt collector nothing £0.00 so you dont need to tell them jack do do, if they continue to contact you that can be classed as harassment)
Creditors and debt collectors must follow OFT (Office of Fair Trading) debt collection guidance.
