Neighbours dog doesn't get walked

Thanks for the reply. This man is not a "professional" dog breeder as such, he told us that he got given the dog instead for a job he did instead of getting a cash payment. He just told us he is going to use it to breed.
I've been observing things since I last posted. Things are no better and the poor dof has been chained to the gate all day and definately not walked. I was off work Wed and they are at work all day and the dog was locked in it's kennel all day. Haven't seen it walked all week. It just sits in the back garden all the time, don't think it's allowed in their house.
It's whole personality has changed too since when they first got it. When we used to walk past it used to get excited, wag it's tail etc. Now it just sits there looking very miserable.
I think I will call the RSPCA next week, but they have just told us today that thay are moving house in about 2 weeks.0 -
Please phone the RSPCA today, as you can tell by my name I have huskies, huskies are very social creatures and hate being on there own, they also have a very low boredom treshold. That poor baby ,where are you???
Huskies are very strong willed creatures and will quite easy dominate if not manged properly.
Please phone someone as soon as possible.

I've taken some photo's and just got off the phone to the RSPCA.
I hope something will be done asap. They said they will let me know the outcome in the next 4 weeks.
Not even sure if it can even reach it's water bowl.
Not sure what else I can do now.0 -
Well done for doing the right thing but knowing what the RSPCA can be like in some area's I would chase them up on Monday. Expressing your concerns again and pointing out swift action must be taken as the dog may not even be able to get near it's water in this heat. Also I would point out again that they are moving house shortly so immediate action is required. It may appear to be nagging but for the dogs future it's worth it.:DReturning member as system did not know me anymore0

Presumably, it is this sort of misconception (that if someone calls themselves a breeder, they must be kosher) that explains why people buy animals from these idiots. Anyone, knowlegable or not, caring or not, can buy an animal and let it mate... sadly, far too many of those breeding animals clearly know very little other than what price pups fetch.
I am glad you have reported it. That poor dog will be very miserable and it is mental cruelty, and breeding from the poor, unexercised, miserable dog is a sad and worrying prospect.
Do not wait the 4 weeks for the RSPCA to get back to you - especially of the people are likely to move before then - in my experience they are worse than useless at dealing with cruelty and neglect concerns. In my experience, if they do make a vist they will have an innefactive chat with the owner and get back to you and tell you they are satisfied all is ok.

But, please do chase the RSPCA - they are the only body with the powers to act on animal cruelty cases, and the problem is that they are not, as far as I can tell, held to account by anyone but the general public.
Keep a log of your communications with them, if necessary complain via email from their site, and keep a copy of what you send. (you have to register with myrspca first, and do not send anything longer than 1 side of A4, as they system deletes the excess - it does not tell you this on their site, helpfully!) If you are not satisfied, make a complaint. The more easily we are fobbed off, the less the incentive the RSPCA have to act.
Another alternative, is of course, to look at doing what the people with the german shepherds did and get the dog out of the situation by alternative means - eventually the rescue involved bought one of the dogs (the other disappeared) - sadly though, he had health problems and died soon after - but it may be worth talking to a husky rescue organisation to see if they could speak to / educate / offer to rehome the dog as appropriate.0 -
The dog opposite me has never been walked in over 3 years (and that is just how long I have lived here). It is left outside in the garden permanently, day and night in all weathers....including throughout the bitterly cold winter.
It is chained up but on a long chain and there is some sort of outdoor brick contraption. The garden is disgusting with mess.
The RSPCA response - they can't do anything as it has access to shelter and is being fed and watered. :mad:
What makes me more annoyed is that they have recently bought 2 cats, although they are being kept indoors.
The dog is a very desirable breed (which they could have easily rehomed) and is being treated like that and no authorities will do anything about it.0 -
dollydoodah - according to the new legislation, the RSPCA should be interested... on their website asking for funds, (and in their current advertising campaign) they qualify this on the basis that their caseload has been increased due to this more far reaching legisalation:Our biggest ever challenge just got bigger
Thanks to the new Animal Welfare Act, when we know someone is neglecting an animal, we can step in and take positive action. As well as increasing the penalties for those who inflict the most serious offences on animals. The law now places a duty of care on people who own or look after animals. By law they must now protect their animals’ well being in FIVE key ways:- Provide a proper diet (food and water)
- Give them somewhere suitable to live
- Meet animals' needs to be housed with, or apart from, other animals
- Allow them to express normal behaviour
- Protect them from pain, suffering, injury and disease
The new Act meant a rapid increase in the RSPCA’s already heavy workload in England and Wales. Last year we investigated 12% more cases involving animals at risk. But now the credit crunch is claiming more animal victims. The number of animals abandoned has soared by 57 per cent in the last year. This amounts to 11,586 dumped animals that we dealt with in 2008, a shocking average of more than 30 animals abandoned every day of the year. The problem seems to be getting worse with 1,432 animals abandoned in England and Wales in the first two months of 2009 alone.
We need MORE trained Inspectors on the road, MORE staff in veterinary hospitals, and a great deal MORE places in RSPCA Animal Centres where abandoned, neglected and abused animals can be cared for while we find them loving new homes. Just been looking at the RSPCA's annual report for 2009 - it's interesting that they claim to be strapped for cash - according to their own report net income (for 2009) was £9.9 million, net outgoings was £4.4 million, (p 12) and in December 2009, the society's investments were valued at £89.1 million.. makes a bit of a mockery of their 'oh so sincere' inspector chap on the telly holding a collie pup whilst telling us how much the animals need our money!
I wouldnt mind if they were effective, but in my experience they rarely are - my advice is to push them as much as you can to act, make them deliver on their promises!0
