Not sure if it helps Shaz, but my Mother was subjected to very similar criticism as my brother approached 16, although not in writing so nothing to be done. Our reading of the situation was that as my brother was about to be allowed to leave school his current carers (so to speak) wanted him to be a success, so anything that contradicted this had to be put down to someone else (easiest target always the mother) so that my brother could be ejected form the education system and no longer be an expense to that department. (My bro autistic and my Mum wanted him to go to a sort of sheltered community with opportunities for learning skills and making a contribution. As he was said to be 'cured' apart from the bad influence and actions of my Mum he was chucked out of the education system and put on a social housing list meantime living at home with no occupation, hobbies or friends but with Mum who was supposedly such a bad influence!)
Hope your solicitor nails them. ISOM will be able to give very good advice for how to contact the Local Authority and put the complaints procedure in motion.
