I didn't find this particularly surprising. However I found it amazing that heads or massive organisations such as the NHS earn less than their peers leading some of the local councils, with far less responsibility and far fewer staff, but their salary packages haven't been subject to such public scrutiny as yet. For example:

These are just the first two I found as I wanted an example of a county council and a town/city council. In the past, heck yeah! But why should you have to justify an employment package offered to you? If your employer did'nt think you were worth it they would not offer it??
The issue here is why were these people offered jobs on monopoly money....
In theory people should be paid their worth, but when you see popstars and footballers (just playing a game!) being paid more in a week than a hardworking person earns in a year, then thats your problem! These are extreme examples, but I see lots of this going on in daily life....0 -

what are the market rate for these types of jobs in the private sector?
are they paid more or less than the private sector for the same role?

They are not all civil servants - they include an NHS boss and an Air Chief Marshal. I wish the media wouldn't call every public sector worker a civil servant!
In any case these people are top executives who would be paid around £1M a year in similar jobs in the private sector. I have no issue with their salaries.0 -
